On November 16, 2010, the Ross Foundation along with Southern Bancorp, announced the Arkadelphia Promise. The Arkadelphia Promise makes a college education a reality for every child in Arkadelphia by removing the financial obstacle of a higher education. This scholarship program was conceived and developed by the Clark County Strategic Plan.
